The problem with the dealerships is everyone and every department has weekly/monthly targets for productivity and finding extra work.
They get bonuses in their wages and in the form of perks for this and also electronic leaderboards in the workshop. They all therefore want to chase the low-hanging fruit like unnecessary and overpriced brake jobs and avoid one-off stuff like leaking transmissions.
