VW scandal: German regulator expands emissions probe to 23 brands

The Kraftfahrt-Bundesamt (KBA) regulator said it found "partly elevated levels of nitrogen oxides” in some of the more than 50 models it tested, which included vehicles from BMW, Mercedes and Opel.
