I'm not that familiar with the PF, however if it's anything like the A4 of the same era it may have active rear speakers which are driven from the speaker wires (rather than pre-outs) but which need a power-on signal like an amp. Not sure what colour that will be but it would need to go to the blue/white wire on the head unit. I'll see if I can find the wiring diagram later

Ok so it looks like the active rear speakers are driven from a small yellow connector on the back of the head unit - this is usually part of a block of three small ones which clip together making up a single long one. If you don't have this connector then I think you must have the fully passive system in which the rear speakers are driven from the head unit as you expected. If that is the case I'm not sure why you wouldn't have any output from them.

You need a pc9-404 adaptor cable to power up the rear speakers, check ebay theres loads...
