Now remember that my school days are many, many (in fact a lot of) years ago but my chemistry knowledge tells me that this is rather feasible. It works on the theory of charged water being molecularly polarized and becoming unstable in the infrared spectrum.
Of course one has to be particularly careful when propounding such wonderful ideas because of the explosive danger that wet petrol and electricity causes.
This hospital that you are going to, do they have any spare beds?

We get loads of these poxy snake oil sellers looking for govt support/testing of their products. Most of them have no idea of the theory they're supposed to be pedalling

No evidence any of them deliver anything although the claims for co2 savings are always extraordinary! What they do to tailpipe pollutants like NOx and PM hasn't been measured...

What a load of bullsh@t. I he was only burning 30% of fuel and 70% was going out of a tail pipe it would have made more sense to use condenser to collect that fuel and reuse it, engine actually burns near 100% of fuel, just have poor efficiency converting it to mechanical energy. If he said engine is 30% efficient he would not have been far off but the losses are not because fuel does not get burned but mostly because of wasted heat that goes in exhaust and radiator and some wasted energy in reciprocating action and friction etc.

And if he wanted to split enough water into H2 and O2 to use it as fuel and not only as burn conditioner he would need a small power station with him
