I did so on my c7 as follows:
Disable Start / Stop [Select] [09-Cent. Elect.] [Security Access - 16] (enter security code - 20113) [Adaptation - 10] Select Channel 34 and Read if you subtract 4 from the original value. Test then save --> Start&Stop always disabled
