Once an Engine and Cat has a few miles on it, I could imagine it might be difficult for it to pass emissions with the requirement it pass at manufacturers spec.
May be some early rebuilds or scrapings as a result of this legislation. There'd be nearly no early EA888 engines VW's left! (Oil consumption issues) I see plenty of late model DPF equipped diesels around here puffing smoke too... Though I wonder if they've had a DPF delete!
