Default Loose skirt section in front of rear wheel arch

Not sure how to describe this, but the black skirt below the doors (curving under the body) has a "flared" section (about 6" long) just in front of the rear wheel arch.
It has a lip that goes round into the wheel arch and I can see it is secured there by a screw.

The front edge of this (plastic) part is coming away, so looks a bit odd, and I can't see how it is secured. There are no obvious clips.
Carefully prising it slightly further away it just looks like there's a load of glue or mastic in there which seems a little unusual.

However.....
This is on the offside and the whole rear quarter panel was replaced (many) years ago due to accident damage, so it is just possible that this trim part, at the very edge of that, was not refitted properly.

Does anyone know how this is supposed to be fixed on?

And a second question.
The small area of bodywork above it, i.e. between the rear door and wheel arch BELOW the painted/chrome trim strip, is suffering from bubbling paint.
Looking carefully at that I can see that there is a small lip of (presumably) metal folded over into the door opening, but ONLY for the height of that section, i.e. from the black trim strip at the bottom of the door opening up to the painted/chrome strip at mid-door level.
This makes me wonder if it's a separate component that somehow hasn't been painted properly and that with the trim removed it would be not too difficult to mask off, rub down and respray.
Any thoughts from those more informed than me on how this area is put together?

1998 D2 PF S8. Agate Grey/Platinum. Every option (I think) except electric rear seats, Tiptronic steering wheel, ski hatch, towbar & dimming door mirrors.
e.g. Cruise control, NavPlus/TV, Bose, GSM, Xenons, Solar roof, Parking sensors, Alcantara/leather everywhere of course. (internal dimming mirror added later)
1998 (very early) Ford Focus 1.8 Zetec; ABS/TCS, Heated screen/mirrors, Aircon. Added Auto-dim mirror, Leather seats, Trip computer, Cruise control, OEM Ford SatNav with CD changer.
And before that a lot of Rover 800s, a few oddities, a lovely Triumph Dolomite 1850HL with Overdrive and way back in my schooldays an Austin Seven aka Mini 850!

Can't help you with how it goes together mate but i'm sure someone in the know will soon let you know.

For problem 1 if you're happy to go a similar way to how it is now then Sikaflex or Tiger seal

i also bubble around the second area you mention..... and roof and
