new key and locks programming

I was wondering if anyone could help me on how i can do this.
my car was stolen and recovered last year and has been standing at home for while and now that i started fixing a few things and its running again i am looking at changing the locks as i never got the key back i just have the service key.so i have checked with A8 parts and they have a set of locks and going to be getting it from them.

but do i need to get audi to program the key for me or is it something i could do if i get vag.com.i would much rather spend money on a diagnostic tool then paying Audi to do it.

i came across this diagnostic tool called super vag .not sure if its legit.
