The lower section on the inner lights are the reversing lights, so depending on country, they might fail the equivalent of a MOT where reversing lights are required by law.
As to how they did it, I found the video on YouTube and 50% of the comments ask how it's done and they've never been responded to in over two years, yet they're publishing videos.
EDIT: They also have a Facebook page, and they seem to do a lot of different mods to their A8, but again, very little to no information on how it's achieved:
