Mark pretty much describes it perfectly how you get at it. I know when I changed my brake switch, I removed the lower dash trim and ventilation piping going to the doors.
When refitting the new brake switch, use VCDS to ensure it's set right. I thought I was being smart by measuring how far in the original one was, and matching it. Turns out I was half a turn out, which was causing me the same issues as you, although mine were more regular.
There is a thread somewhere on here where it tells you what to do in VCDS, which I'll try and track down for you.
