Since they move when the memory button is used, we can rule out fuses #2 and #3 in the bottom (brown) row of fuses.

You say the mirror adjustment has never worked. Have you tried removing the switch panel and checking the connections to it? If not, then check out the following two PDFs from the D2 Tech Dump thread:

Page 178 of Service Manual General Body Assembly Interior (Repair groups 68 69 70 72 74).pdf , and you can ignore the first part about removing the wood trim.
