Not sure what Webasto heater is in the 8 but the cab heater type i have is an Airtop 5000. You can hear the fuel pump clicking when it's running. If it's not been run for a while it can take a few fire ups for it to actually start up. There is a filter in line too somewhere i would have thought. If it had the Webasto thermostat it flashes a fault code that relates to the problem. I downloaded a load of stuff for it from Butlertechnik, service, parts, fitting instructions ect

are they standard
and what does it do and when ?

I thought you ordered your car from new? If you've never run it it prolly won't work now anyway. These type heat your coolant to around 60 degs so it's all warm before you start the engine. I think you should of had an extra key fob type thing that controlled it.
Also possible to get a timer unit from Webasto and a 7 day programmable type too i think

IIRC most if not all D3 tdi's had an auxilary heater - meaning it runs together with engine to aid warming the coolant quicker - you can convert to parking heater by adding receiver and remote control + some coding required probably.

next time i start her up i will check the tiny exhaust underneath see if i feel any heat..
mind you that might be december time as it sorn for the winter on trickle..
