There's an enquiry form on the TFL/ULEZ web site, I'd start there.
e.g. My car is Euro 4 compliant but isn't shown as exempt....

2016 Volvo V40 T5 Cross Country (4WD) with ALL the toys including adaptive cruise etc. etc. Osmium Grey with Blonde/Charcoal leather interior. Polestar performance "optimisation". (Even rarer than a D2 S8!) Oh, and a brand new engine at just under 30,000 miles on the factory one!
Finally: gone, but not forgotten.....
1998 D2 PF S8. Agate Grey/Platinum. Every option (I think) except electric rear seats, Tiptronic steering wheel, ski hatch, towbar & dimming door mirrors.
e.g. Cruise control, NavPlus/TV, Bose, GSM, Xenons, Solar roof, Parking sensors, Alcantara/leather everywhere of course. (internal dimming mirror added later)
1998 (very early) Ford Focus 1.8 Zetec; ABS/TCS, Heated screen/mirrors, Aircon. Added Auto-dim mirror, Leather seats, Trip computer, Cruise control, OEM Ford SatNav with CD changer.
And before that a lot of Rover 800s, a few oddities, a lovely Triumph Dolomite 1850HL with Overdrive and way back in my schooldays an Austin Seven aka Mini 850!

I found the answer, they need a letter from Audi's homologation department showing it is Euro 4 emailed to the link Andrew posted. I have sent Audi the email already.

I had to send them a PDF of my V5 for the D4 and theyve now added it to the ULEZ register, but they took their time doing it!

My problem is trickier, I don't think my Euro rating is on my V5, I remember they couldn't find the right emissions so they put it on some generic category.

Ancient thread resurrection.
My S8, after initially not showing as exempt has been recorded as ULEZ compatible for a long while.
But, prompted by a discussion in another forum, I recently requested my "Certificate of Conformity" from VAG and it arrived (PDF by email) today.
The covering "letter" incidentally does state that my car is Euro3 and looking at the details I "think" it just misses Euro4 due to HC levels.
However London's ULEZ only requires petrol cars to meet the NOx standard not full Euro4 and it's well within that. NOx 0.043, well below the 0.08 requirement.

I read someone about this on one of the Facebook groups, where a user had requested this 'certificate of conformity' and Audi allegedly refused. Can't remember the specifics, but it would have been an A8/S8 they were talking about.

I just gave them all the required details in an email and, after a number of automated acknowledgements, it arrived. In German. Obviously.

Edit: Printed version (on Audi watermarked paper!) arrived in the post today from Audi MK - handwritten address on the envelope!
