I think the simple answer is no.
According to that document you can only set it when at (and to) speeds of 30kph or more and it disengages if speed drops below 25kph.

My (much later technology) Volvo can (in general) only be set at a minimum of 20mph but will come to a halt in a traffic jam and resume whatever speed the target is.
It will however only resume within about 3 seconds of stopping, otherwise you have to press a button or "tickle" the accelerator to move off. And it won't sit forever on the brakes either, though that's a much higher limit.
(And if there's another vehicle close in front to follow at a slower speed below 20 you can "set" and follow at those lower speeds, but it won't exceed 20mph until you set the target higher)

Finally: gone, but not forgotten.....
1998 D2 PF S8. Agate Grey/Platinum. Every option (I think) except electric rear seats, Tiptronic steering wheel, ski hatch, towbar & dimming door mirrors.
e.g. Cruise control, NavPlus/TV, Bose, GSM, Xenons, Solar roof, Parking sensors, Alcantara/leather everywhere of course. (internal dimming mirror added later)
1998 (very early) Ford Focus 1.8 Zetec; ABS/TCS, Heated screen/mirrors, Aircon. Added Auto-dim mirror, Leather seats, Trip computer, Cruise control, OEM Ford SatNav with CD changer.
And before that a lot of Rover 800s, a few oddities, a lovely Triumph Dolomite 1850HL with Overdrive and way back in my schooldays an Austin Seven aka Mini 850!

The limits of ACC on the D3 are 20mph to 120mph. It gives an audible warning if it goes below 20mph. No idea about the other extreme.

The more recent D4 and D5 have much more advanced ACC systems that go all the way to 0mph, and will cater for the stop/start scenario of city driving/traffic jams.
