Yeh, I worked in the public sector for 7 or 8 months (I'll remain silent on which bit of it) and saw those 'office procedures' first hand. They consist of doing work that has no real output or value but that gets passed on to someone else to rework and pass on again. Eventually it comes back to the originator and the cycle starts anew. 
And I'm not kidding or exagerating!
